Not Attending The Congregational Prayer On A Cold Night Or A Rainy Day — Sunan Abi Dawud 1066

Ibn Abbas said to his mu'adhdhin on a rainy day: When you say, 'I bear witness that Muhammad is the Messenger of Allah,' do not say, 'Come to prayer.' Instead, say, 'Pray in your homes.' It was as if the people disapproved of that, so he said: One who is better than me has done that. Verily, Friday prayer is a strict obligation, but I disliked to place you under hardship so that you would walk in mud and rain.
