‘Abd al-Rahman narrated to us; Sufyan narrated to us, from Qays ibn Muslim, from Tariq ibn Shihab, from Abu Musa, who said: I came to the Messenger of Allah, peace and blessings be upon him, while he was at al-Batha’. He asked, ‘With what intention did you enter ihram?’ I said, ‘With the same intention as the Prophet.’ He asked, ‘Have you brought a sacrificial animal?’ I said, ‘No.’ He said, ‘Circumambulate the House and go between al-Safa and al-Marwah, then come out of ihram.’ I circumambulated the House and went between al-Safa and al-Marwah. Then I went to a woman of my people, who combed my hair and washed my head. I used to give people rulings to that effect during the caliphates of Abu Bakr and ‘Umar, may Allah be pleased with them. I was standing at the pilgrimage gathering when a man came and said, ‘You do not know what the Commander of the Faithful has newly decided concerning the rites.’ I said, ‘People, whoever received a ruling from us, here comes the Commander of the Faithful; follow him.’ When he arrived, I asked, ‘What is this you have introduced concerning the rites?’ He said, ‘If we rely on the Book of Allah Most High, Allah says, “Complete the Hajj and ‘umrah for Allah.” And if we rely on the Sunnah of our Prophet, he did not come out of ihram until he had sacrificed the offering.’
