Translation

Isma‘il narrated to us; al-Jurayri, Sa‘id, informed us, from Abu Nadr, from Abu Firas, who said: ‘Umar ibn al-Khattab, may Allah be pleased with him, delivered a sermon and said: “People, we knew you when the Prophet, peace and blessings be upon him, was among us, when revelation came down, and when Allah informed us about your affairs. The Prophet has now departed and revelation has ceased. We know you only by what we tell you: whoever among you displays good, we think well of him and love him for it; whoever displays evil to us, we think ill of him and hate him for it. What is hidden within you is between you and your Lord. There was a time when I thought that whoever recited the Qur’an seeking Allah and what is with Him was thereby recognized—but lately it has seemed to me that some people recite it seeking what people possess. So seek Allah through your recitation and seek Him through your deeds. By Allah, I do not send my officials to you to beat your bodies or take your wealth. I send them to teach you your religion and Sunnah. Whoever is subjected to anything beyond that, let him bring the matter to me. By the One in whose hand is my soul, I will certainly exact retribution for him.” ‘Amr ibn al-‘As sprang up and said, “Commander of the Faithful, what if a man is placed in charge of a group of Muslims and disciplines one of his people—would you exact retribution from him?” He said, “Yes, by the One in whose hand is ‘Umar’s soul, I would certainly exact retribution from him. I saw the Messenger of Allah exact it from himself.” “Do not beat the Muslims and thereby humiliate them; do not keep them deployed for so long that you tempt them; do not withhold their rights and thereby cause them to become ungrateful; and do not lodge them in wooded hollows and thereby expose them to loss.” ‘Isma‘il narrated to us another time; Salamah ibn ‘Alqamah informed us, from Muhammad ibn Sirin, who said: I was told from Abu al-‘Ajfa’ that he heard ‘Umar say, “Do not make women’s dowries excessive,” and he mentioned the report. Isma‘il said: Ayyub, Hisham, and Ibn ‘Awn also related from Muhammad, from Abu al-‘Ajfa’, from ‘Umar, a report similar to Salamah’s, except that they said Muhammad did not say, “I was told from Abu al-‘Ajfa’.”’
