Bakr ibn ‘Isa narrated to us; Abu ‘Awanah narrated to us, from al-Mughirah, from al-Sha‘bi, from ‘Adi ibn Hatim, who said: I came to ‘Umar ibn al-Khattab, may Allah be pleased with him, among a group of my people. He began assigning two thousand to each man of Tayy, while ignoring me. I approached him face to face, but he turned away from me. Then I came around to the direction of his face, and he turned away from me. I said, ‘Commander of the Faithful, do you recognize me?’ He laughed until he leaned back, then said, ‘Yes, by Allah, I recognize you. You believed when they disbelieved; you came forward when they turned away; and you remained true when they betrayed. The first charity that brightened the face of the Messenger of Allah, peace and blessings be upon him, and the faces of his Companions was the charity of Tayy, which you brought to the Messenger of Allah.’ He then began apologizing and said, ‘I have only assigned stipends to people whom poverty has severely afflicted, who are the chiefs of their clans and who bear obligations that befall them.’
