A governor can sentence to death a person without consulting the Imam Sahih al-Bukhari 7156
Arabic hadith text
حَدَّثَنَا مُسَدَّدٌ، حَدَّثَنَا يَحْيَى، عَنْ قُرَّةَ، حَدَّثَنِي حُمَيْدُ بْنُ هِلاَلٍ، حَدَّثَنَا أَبُو بُرْدَةَ، عَنْ أَبِي مُوسَى، أَنَّ النَّبِيَّ صلى الله عليه وسلمبَعَثَهُ وَأَتْبَعَهُ بِمُعَاذٍ.
Translation
Narrated Abu Musa
that the Prophet (ﷺ) sent him and sent Mu`adh after him (as rulers to Yemen).
