Muhammad ibn Bashshar narrated to us: Abd al-Rahman ibn Mahdi narrated to us, from Sufyan, from Mansur, from Ibrahim, from al-Aswad, from A'ishah, who said: I used to twist the garlands for all of the Messenger of Allah's sacrificial animals, which were sheep, yet he did not enter ihram.
Abu Isa said: This is a hasan sahih hadith. Some scholars among the Prophet's Companions and others act on this and consider garlanding sheep a valid practice.
Notes and open questions — unreviewed
The report distinguishes preparing and garlanding the sacrificial animals from entering ihram.
