Adam ibn Abi Iyas narrated to us, saying: Shu‘ba narrated to us, saying: Sa‘id ibn Abi Burda ibn Abi Musa narrated to me, from his father, from his grandfather, who said: The Prophet, may Allah bless him and grant him peace, said: ‘Every Muslim owes charity.’ They asked, ‘What if he finds nothing?’ He replied, ‘Then he should work with his own hands, benefit himself, and give charity.’ They asked, ‘What if he is unable to do so, or does not do it?’ He replied, ‘Then he should help someone in need who is distressed.’ They asked, ‘What if he does not do it?’ He replied, ‘Then he should command what is good, or enjoin what is recognized as good.’ They asked, ‘What if he does not do it?’ He replied, ‘Then he should refrain from evil, for that is charity for him.’

The supplied English witness renders the final instruction as ‘They said,’ while the Arabic has قَالَ (he said), continuing the Prophet’s reply. It also supplies the term sadaqa rather than translating it.
Confirm the corrected speaker attribution and whether ‘charity’ is preferred to retaining sadaqa here.
