It was narrated that Abu Bakr said: Yazid ibn Harun narrated to us; Dawud ibn Abi Hind informed us, from Abu Nadr, from Abu Sa‘id al-Khudri, that Abu Musa asked ‘Umar for permission to enter three times. He was not given permission, so he left. ‘Umar sent for him and asked, ‘What made you turn back?’ He said, ‘I sought permission in the manner the Messenger of Allah (peace and blessings be upon him) instructed us: three times. If we are given permission, we enter; if we are not, we return.’ ‘Umar said, ‘You must bring me proof of this, or I will certainly act.’ Abu Musa went to a gathering of his people and called upon them to testify; they testified for him, and ‘Umar let him go.’

Notes and open questions — unreviewed
  • The Arabic does not specify what ‘Umar threatened to do if Abu Musa failed to produce proof.

  • ‏ قَالَ فَقَالَ لَتَأْتِيَنِّي عَلَى هَذَا بِبَيِّنَةٍ أَوْ لأَفْعَلَنَّ ‏.

The wording la-ta'tiyannani ... aw la-af'alanna states that ‘Umar would certainly act, but does not name the action.
