Jabir ibn Abdullah narrated: The Messenger of Allah went to Makkah in the Year of the Conquest and fasted until he reached Kura al-Ghamim. The people fasted with him. He was told: Fasting has become difficult for the people, and they are watching to see what you will do. After Asr, he called for a cup of water and drank while the people watched. Some people broke their fast and others continued fasting. When he was told that some people were still fasting, he said: Those are the disobedient. Reports on this topic are also narrated from Kab ibn Asim, Ibn Abbas, and Abu Hurayrah. Abu Isa said: The hadith of Jabir is hasan sahih. It is also reported from the Prophet that he said: Righteousness does not consist in fasting while traveling. The people of knowledge differed about fasting during travel. Some of the Companions of the Prophet and others considered breaking the fast while traveling preferable; some even held that a person who fasted while traveling should make it up. Ahmad and Ishaq chose breaking the fast while traveling. Other scholars among the Companions and others said: If a person has the strength to fast, that is good and preferable; if he breaks the fast, that is also good. This is the view of Sufyan al-Thawri, Malik ibn Anas, and Abdullah ibn al-Mubarak. Al-Shafii said: The meaning of the Prophets statement, Righteousness does not consist in fasting while traveling, and his saying, when he learned that some people were fasting, Those are the disobedient, applies when a persons heart cannot accept Allahs concession. As for someone who considers breaking the fast permissible, yet fasts and is strong enough to do so, that is preferable to me.

The compiler presents differing legal views on fasting while traveling, then reports al-Shafiis interpretation of the Prophet calling some travelers disobedient.
Al-Shafii limits the censure to a person unwilling to accept the concession, and prefers fasting for one who is able and accepts that breaking the fast is lawful.
Does the final clause clearly distinguish accepting the concession from choosing to fast while able?
